File Explorer is a basic file management tool you can use to find, create, rename, and delete files on your computer. It also allows you to copy, print, move, and manage files. A Windows folder is a "container" you use to store your documents and files. Just like manila folders are used to store information in a file cabinet, Windows uses folders to store your files on the network drive.
